भारत को अब पारंपरिक सॉफ्ट-पावर सोच से आगे बढ़कर ‘विज़िबिलिटी गवर्नेंस’ की ओर बढ़ना होगा—यानी वैश्विक डिजिटल प्लेटफ़ॉर्म्स पर भारत कैसे दिखाई देता है, कैसे प्रसारित होता है और भावनात्मक रूप से कैसे समझा जाता है, इसका सुनियोजित प्रबंधन। यदि ऐसा नहीं किया गया, तो भारत की वैश्विक छवि तेजी से उन व्यावसायिक प्रोत्साहनों के अधीन होती जाएगी जो भारत के नियंत्रण से बाहर हैं।

अब तक भारत यह दिखा चुका है कि वह रूस के साथ अपनी मित्रता बनाए रखने और रक्षा से लेकर ऊर्जा, श्रम-गतिशीलता से लेकर नवाचार, निवेश व प्रौद्योगिकी आदान–प्रदान से लेकर संस्कृति और पर्यटन तक—विभिन्न क्षेत्रों में संबंधों का विस्तार करने को तैयार है। संक्षेप में, पुतिन की यात्रा का उद्देश्य दोनों देशों को प्रतिबंधों की अवहेलना के लिए तैयार करना और सहयोग के नए क्षेत्रों की तलाश करना था—रूस के सुदूर पूर्व और आर्कटिक में सहयोग, जलवायु परिवर्तन और हरित ऊर्जा के क्षेत्रों में साझेदारी, तथा ब्रिक्स, एससीओ और जी-20 जैसे बहुपक्षीय मंचों को मज़बूत करने के लिए मिलकर काम करना।

बांग्लादेश में शिक्षा के विस्तार ने इस परिवर्तन में अहम भूमिका निभाई है। आज लड़कियाँ स्कूलों, कॉलेजों और विश्वविद्यालयों में लड़कों के बराबर हैं और कई बार उनसे आगे भी हैं। महिलाओं ने डॉक्टर, इंजीनियर, शिक्षक, शोधकर्ता और यहाँ तक कि पायलट के रूप में भी अपनी क्षमताएँ सिद्ध की हैं। यह उपलब्धि केवल व्यक्तिगत नहीं है; यह पूरे समाज की मानसिकता के विकास का संकेत है।

हालाँकि, क्षेत्रीय सहयोग की इच्छा को कई बाधाओं का सामना करना पड़ा है—जैसे भारत–पाकिस्तान प्रतिद्वंद्विता से उत्पन्न भू-राजनीतिक तनाव और सीमित सार्क शिखर सम्मेलन गतिविधियाँ, जिनके कारण क्षेत्रीय पहलों का क्रियान्वयन काफी कमजोर हुआ है। त्वरित प्रतिक्रिया तंत्र (Rapid Response Mechanism) काफी हद तक काग़ज़ों तक ही सीमित है; न तो कोई स्थायी क्षेत्रीय बल है और न ही पूर्व-स्थापित संसाधन। भूटान, मालदीव, नेपाल और श्रीलंका जैसे छोटे देश क्षेत्रीय मानकों के अनुरूप ढलने में वित्तीय और तकनीकी सीमाओं का सामना करते हैं।
